Why is Photo ID a problem?

I am amazed at the number of states that do not require photo idea to vote. I am even more amazed that states wanting photo ID requirements are shot down by the courts. My question is WHY? I am sad to say that the only reason I can come up with is it could eliminate voter fraud, and I ask-why is that a bad thing?
